Men given till Feb. 28 to sign up for a draft

The 800,000 young men who the US says have failed to register on time for the draft are getting a grace period, with a new deadline of Feb. 28 to sign up and avoid possible prosecution.
President Reagan announced Jan. 7 he had decided to continue the registration started by Jimmy Carter in the interests of national defense. But Mr. Reagan said the action did not signal a return to the draft.
Draft resistance groups predicted the administration's latest move would not attract many who have not yet complied.
