'Pre-billing' of customers for Alaskan gas attacked

Officials of five states and 24 members of Congress filed suit in US District Court Thursday to nullify the new law allowing ''pre-billing'' of customers to pay off construction loans for the Alaska natural gas pipeline.
The suit charges that gas customers will have to finance the risks of a massive pipeline project which may never be completed or carry any gas. They asked the court to declare invalid the law passed by Congress last year at President Reagan's request and signed into law by him last month.
Consumer advocate Ralph Nader and five consumer and energy organizations also joined in filing the suit.
