US human rights policy outlined

The Reagan administration said it will even-handedly criticize allies' human rights abuses when necessary and draw ''the attention of the world over and over again'' to violations by the Soviet bloc.

The policy was spelled out in the administration's first annual report, required by Congress, on human rights conditions around the world. The report said torture and killings were increasing in Central America, and that about 10, 000 dissidents were in Soviet jails, in exile, or in forced labor camps.

It said the administration, through international human rights agencies, was fighting ''the hypocrisy of current double standards'' that largely ignores Communist countries' violations. But it added the US would also seek to redress abuses by friendly countries, even at the cost of damaging relations in some cases.
