A US delegation held three hours of tough talks with Vietnamese officials Tuesday but apparently failed to persuade them to help account for 2,500 American servicemen missing from the Vietnam war.
Led by Deputy Assistant Secretary of Defense Richard C. Armitage, the delegation began a two-day visit hours after a warning from a Vietnamese official that Washington could expect ''no more cooperation'' on the question of American MIAs.
