Senate panel approves key abortion amendment

The Senate Judiciary Committee approved on a 10-7 vote the proposed constitutional amendment of Sen. Orrin Hatch (R) of Utah that would allow Congress and the 50 states to restrict abortion.

Several senators who voted for the proposal expressed serious doubts, and the amendment was certain to encounter attempts to amend it on the Senate floor.
