Plot to kidnap US envoy reported in Costa Rica

Four people arrested here for smuggling arms destined for El Salvadoran guerrillas apparently were plotting to kidnap an American diplomat, a United StatesEmbassy spokesman said.

Embassy security agents had been following the four people seen ''staked out'' around the US diplomatic mission in the Costa Rican capital.
