US envoy in El Salvador suggests talks with rebels

US Ambassador Deane R. Hinton suggested for the first time that the winners of Sunday's elections negotiate with leftist rebels to end the civil war in El Salvador.
In a major shift of Reagan administration policy, Mr. Hinton said the constituent assembly to be elected Sunday might ''show a little flexibility'' and consider negotiating with rebels battling the regime.
