It was always a quaint holdover of colonialism that Canada was not the custodian of its own Constitution. So it is good news that the Queen of England arrives in Ottawa this week to bring back or ''patriate'' the Constitution from Britain and to sign a proclamation declaring it Canada's own.

French-Canadians remain unhappy about the Constitution, however, believing it does not give them as much autonomy as they should have. Squabbling over the division of powers between the federal government and the provinces is thus likely to continue. It all serves to remind us that a nation's constitution has to be built first in the hearts and minds of its citizens.
