Terror, massacres, and political violence are widespread in Guatemala, and the bulk of the responsibility for human suffering rests with military authorities and right-wing groups, a study by Oxfam America concluded.
The study is based on 115 responses from individuals who have worked in the Central American nation. The 64-page study was undertaken before the March 23 military coup. Its authors said numerous reports since the coup indicate the violence continues.
