Rebel forces said Monday they had attacked three Army garrisons in their biggest offensive of the year and termed the idea of negotiating with the rightist Constituent Assembly ''absurd.''
The rebels' Radio Venceremos said commandos led by four guerrilla commanders besieged the garrisons at San Fernando and Torola, in the eastern section of the country. The guerrillas have held the strategic town of Perquin, 72 miles east of San Salvador, since June 5. An Army officer said the military had suffered ''very, very heavy losses'' over the past week in Morazan.
