There are White House quarrels over the Israeli invasion of Lebanon.

Administration policy makers have been more divided over the issue than most people realize. White House Chief of Staff James Baker III and Defense Secretary Caspar W. Weinberger, for example, favor a harsher approach to the Israelis than the administration has thus far adopted.

Secretary of State Alexander M. Haig Jr. has sympathized with Israeli invasion objectives -- as long as the Israelis did not attack Beirut.

Differences came to the surface over whether Reagan should go through with a June 21 meeting with Israeli Prime Minister Menachem Begin. Haig prevailed and the meeting will go ahead.

Meanwhile, Philip C. Habib, special envoy in the Middle East, has complained he is getting mixed signals from Washington. He wants stronger guidance, say adminstration sources.
