Voting-rights campaign will begin in S. Carolina

The Rev. Jesse Jackson said his organization's campaign to ensure the Voting Rights Act is enforced will start in South Carolina, which is hosting the group's national convention.

Mr. Jackson said the Campaign PUSH (People United to Save Humanity) convention, expected to attract 3,000 delegates, is being held here this week because the state is the home of Sen. Strom Thurmond (R), who led the conservative effort in Congress to block the act's extension, and because South Carolina fails to enforce the Voting Rights Act. He also said 292,000 - or 48 percent - of South Carolina's eligible black voters are not registered.
