House panel goes directly to joint talks on tax hike

The House Ways and Means Committee agreed Wednesday to skip the normal procedure of drafting its own bill and go directly to conference with the Senate on a record tax-increase package for the next three years.
Committee chairman Dan Rostenkowski (D) of Illinois said the usual legislative process is being bypassed to save time and minimize the opportunity of special interests to lobby for changes in the bill.
