The number of serious crimes reported to law enforcement agencies leveled off in 1981 and America's overall crime rate dropped 2 percent, the FBI reported Thursday.
But the level remains high. Last year, the report said, there was a crime of violence every 24 seconds, a murder every 23 minutes, and a forcible rape every 6 minutes.
