Pentagon in end run to meet a payroll

The Pentagon, using a cash-shuffling strategy devised by the administration, was able to meet its month-end payroll Tuesday, despite President Reagan's veto of a supplemental appropriations bill.

The Defense Department simply delayed transferring to the Treasury Department about $600 million in income tax withholding and social security payments to meet its payroll. The extra money will carry the military through Sept. 15, the next payday.
