Reagan to honor Habib for Lebanon negotiations

President Reagan, ending a 16-day vacation, returned to Washington Wednesday to present the country's highest civilian award to Ambassador Philip Habib, who negotiated an end to the crisis in Lebanon.

Mr. Habib was the 208th American to receive the Medal of Freedom, the highest civilian award bestowed by the government, for his three months' work in crafting Middle East peace against ''staggering odds.'' Mr. Reagan altered his schedule to ensure he would be back in the White House in time for the presentation ceremony planned for 5 p.m. Eastern daylight time in order to keep the spotlight on the Middle East.
