US envoy Morris Draper met Prime Minister Menachem Begin hours after Israeli troops moved back into west Beirut Wednesday.
Messrs. Draper and Begin, in a 45-minute meeting, agreed to work out a timetable for the withdrawal of all foreign forces from Lebanon. The first step suggested was a pullout of PLO forces from Tripoli and the Bekaa Valley. Second step: Israel and Syria depart according to a schedule yet to be negotiated.
