Drawing up a temporary resolution to fund the US government when the new fiscal year starts October 1 will be easier than expected. President Reagan's call for a lame duck session after the November elections means Congress need only write a spending bill to cover Oct. through mid-December.
The lame duck session can complete the 13 spending bills for the remaining nine months of fiscal 1983. The session could produce a lively tug-of-war between the President and Congress.
