Former First Lady Bess Truman, who passed on Monday, was described by President Reagan as a ''devoted wife, a loving mother, and a gracious, unassuming First Lady (who) embodied the basic decency of America.'' By an earlier President, her husband Harry S. Truman, she was described as ''the Boss.'
