Secretary of State George Shultz urged future leaders of the Soviet Union to develop a relationship with the United States based on human values instead of military might and aggression.
''If you change your behavior, Mr. Soviet Union, you can get a good response from us. But in the meantime you have an adversary that is strong and is determined to take care of itself,'' he said in an interview with US News and World Report.
