Italian Prime Minister Giovanni Spadolini said after talks with President Reagan Wednesday that the Western allies may be near a solution to the Soviet pipeline sanctions controversy which has divided the alliance.
Mr. Spadolini said the United States would present a proposed new formula Wednesday night on East-West trade to European nations - a move he called a ''step toward the solution.'' He added that Italy would continue to commit itself to finding a solution.
