West German opposition leader Hans-Jochen Vogel arrived in Moscow Monday for talks with Soviet leaders. Mr. Vogel, Social Democratic Party candidate for chancellor in West Germany's March election, said he wanted to seek clarification of two major Soviet proposals: an offer in December by Communist Party leader Yuri Andropov to reduce the number of SS-20 medium-range missiles deployed in Europe to the same level of the combined missile forces of Britain and France; and a call last week by Warsaw Pact leaders for an East-West nonaggression pact.
