Reagan cracking down on news leaks by staff

President Reagan, fed up with news leaks, is ordering White House staff members to get clearance from his official spokesman before making contacts with reporters.

Chief of Staff James Baker, at Reagan's direction, issued a memorandum with 10 guidelines for staff. The memo gives the White House Communications Office the authority to approve interviews.

The announcement came on the heels of an interview of Mr. Baker in the Dallas Morning News, in which he said Labor Secretary Raymond Donovan should not remain in the Cabinet. Mr. Baker apologized to Mr. Donovan.
