Toward renewed ties between Egypt and the Soviet Union. . . . The scene has been set for a restoration of full diplomatic relations between the two countries, which officials hint could take place in a few months.

Senior officials have exchanged visits during recent weeks to test readiness, and the outcome was encouraging. The latest visitor is Foreign Minister Andrei Gromyko's son, Anatoly, who is director of the African Research Institute and a member of the prestigious Soviet Academy of Science.

Egyptians say the shift in Soviet leadership following the passing of President Leonid Brezhnev and the apparent flexible Soviet attitude on a future confederation between the West Bank and Jordan have contributed to warming relations.

Egyptian officials emphasize this development should not be read by the Reagan administration as undercutting the special ties Egypt has with the US, or interpreted as a prelude to strengthening links with the socialist bloc at the expense of US-Egyptian relations.m
