The AFL-CIO wants a jobs program for lost services. The union is handing Congress a dual program aimed at giving jobs to the unemployed while restoring social services eliminated when the Reagan administration cut back on aid to cities.

Under the plan, projected to cost $10 million, local governments needing help in providing services lost because of cuts in federal aid could be granted federal funds to restart those services. The jobs would be temporary, lasting no more than one year.

The AFL-CIO says the program is necessary because of the damage done to local budgets by White House policies over the past two years.m
