Former Democrat Gramm wins vote as Republican Former Democratic US Rep. Phil Gramm, who resigned from Congress in January, is returning there as a Republican. Mr. Gramm won his Texas seat back with 55.1 percent of the vote - enough to avoid the runoff election Democrats here wanted, Monitor correspondent Jonathan Harsch reports.
