Reagan offers new policy for college-student aid

President Reagan proposed more stringent standards for students to qualify for college aid - and a new overall policy for the awarding of student-aid grants.
A White House fact sheet said the changes would simplify the program and better focus aid toward lower-income students ''in accord with a self-help principle.'' After taking into account family contributions, students would have to provide 40 percent of their educational costs, or a minimum of $800, either through work or through loans. The new policy would not affect students entering college next year, but would take effect Oct. 1, an education specialist explained.
