The West German government is concealing a defense report that indicates the Western allies could resist a Soviet attack, the newsmagazine Spiegel said. The government wouldn't release the report, commissioned by its left-liberal predecessor, because it didn't want to upset relations with the United States, the magazine said. The Defense Ministry said the story was false.
