The Federal Communications Commission voted to more than double the number of US communications satellites over the next four years. The commission said it will allow companies to launch 19 new satellites, increasing to 30 the number that will be in use by 1987. The agency also acted to permit greater expansion of satellite capacity by ''squeezing'' satellites more closely together.
