Israeli defense officials charged that the United States was reneging on its promise to provide technology for Israel's Lavie warplane project. The $4 billion program to build a new generation of fighter, under way after years of heated debate, received a boost last month when Washington approved participation by US companies. But Israel and a US official said Defense Secretary Caspar Weinberger had countermanded an order by Secretary of State George Shultz that would have allowed Israel to receive needed technological information. Mr. Weinberger is viewed by Israelis as the most unfriendly figure in the Reagan administration.
