The ''average'' American made $10,495 in 1981, the Commerce Department reported. The average was up enough from the year before to cover inflation and have a few dollars left over, the Commerce Department reported. On a per capita basis, metropolitan residents had an average income of $11,188 - well above the national figure - while people living in less populated areas averaged only $8, 382.
