Japan's prime minister pledged his country would not become a military power. In a major policy speech on a tour of noncommunist Southeast Asian nations, Yasuhiro Nakasone said Japan was committed solely to self-defense. He was seeking to explain Tokyo's plans to defend its sea lanes up to 1,150 miles from Tokyo Bay, which had worried some of those noncommunist countries.
