America's prisons are ''human warehouses,'' ripe for sweeping changes, said Supreme Court Chief Justice Warren Burger. In a speech to the graduating class of Pace University in New York City, he called for the conversion of prisons into intensive educational and training facilities as well as factories for the production of goods.
