Lebanon blames Israel for killings
Beirut
An official Lebanese inquiry into September's Palestinian refugee camp massacres in Beirut holds Israel fully responsible, judicial sources said. The report does not specify who carried out the actual killings, but it implies the murderers included right-wing militiamen under renegade Lebanese Army Maj. Saad Haddad as well as members of other Christian militias.
The sources, who had seen a copy of the report, said it blamed "armed elements other than the Israeli Army" for carrying out the massacres. These were probably "border elements," it said, according to the sources. This was apparently a reference to Major Haddad's forces, operating on the Lebanese-Israeli border.
But those who entered the camps also included "those harmed by Palestinian violations," the sources quoted the report as saying. This was seen here as referring to right-wing Christian militiamen from either Beirut or surrounding areas.
The sources quoted the report as saying 460 people were killed in the 48-hour massacres at the Sabra and Shatila camps. TThe sources quoted the report as saying 460 people were killed in the 48-hour massacres at the Sabra and Shatila camps.
