Democrats will focus spending on key states

The Democratic Party, as a key part of its 1984 strategy, is picking about a dozen states where it plans to concentrate about $15 million in an effort to overcome the Republicans' money advantage.
The plan calls for all the Democratic candidates in a state to get together and coordinate the drive. No targets have yet been picked, but Texas, New York, and Illinois are the big states under consideration.
