Congressman apologizes to Massachusetts voters

Rep. Gerry Studds (D) of Massachusetts apologized to his constituents for the controversy erupting because of his sexual misconduct with a teenage page. He also made it clear he does not intend to resign. Upon returning to Capitol Hill after a weekend in seclusion, Mr. Studds issued a statement thanking well-wishers who called, wired, or wrote to express support.
