A story appeared Tuesday quoting Assistant Secretary of State Elliott Abrams as saying ''. . . (the United States) is trying to encourage the growth of democratic institutions and the control of the military over civilians, . . .'' The sentence should have read ''. . . the control of the military by civilians, . . .''
