A US guided-missile destroyer on exercises off Central America questioned the captain of a Soviet ship that President Reagan said was carrying arms to Nicaragua, defense officials said. They said the cargo ship Ulyanov was not stopped or boarded and no shots were fired in the incident last weekend.
