Much of New York's garment district may not get its power back before Monday, officials said. A fire in an underground substation caused the blackout in the 12-block area Wednesday. Manufacturers, facing huge losses during one of the year's busiest selling weeks, set up showrooms in hotels, apartments, and on sidewalks.
