President Reagan kicked off four days of courting Hispanic voters by naming a Hispanic woman, Katherine Ortega, to be the next treasurer of the United States. Mr. Reagan made the announcement during an East Room ceremony marking the start of Hispanic Heritage Week, which he will observe with a round of appearances with Hispanic groups. Ms. Ortega is a certified public accountant and was the first woman to become president of a California bank, the Santa Ana State Bank. She would succeed Angela Buchanan, who recently resigned.
