USSR starts all-out search for wreckage of jetliner

The Soviet Union launched a full-scale search for wreckage of the downed South Korean jumbo jet off the Soviet island of Sakhalin in the Sea of Japan, the Japanese Maritime Safety Agency said.

One Japanese patrol boat searching for debris reported that a Soviet rescue ship had pulled up a small undersea boat painted red and white in the area where a large marking buoy was floated. Two US frigates and a Navy tugboat were also in the area, searching for the airliner's ''black box.''

In Montreal, an urgent meeting of the International Civil Aviation Organization began to press for condemnation of the Soviets' downing of the jet.
