Canada has expelled two Soviet diplomats for trying to steal top-secret high technology, an External Affairs Ministry spokesman said late Wednesday. The expulsion of Victor Tsekovisky and Anatoly Solousov took place on Sept. 12, but External Affairs Minister Allan MacEachen deliberately kept it quiet to ward off any retaliation by the Soviet Union against staff at the Canadian Embassy in Moscow, he added.
