Argentine military to hand over power 7 weeks early

Argentina's military government said Tuesday it will hand over power to President-elect Raul Alfonsin Dec. 10, seven weeks earlier than anticipated. The date was moved up from Jan. 30 after consultations with Mr. Alfonsin's Reformist Radical Party, which won elections Oct. 30, returning the country to democracy.
