Americans should watch carefully to see whether Congress's idea of paying farmers not to produce milk - that is, not to have their cows produce it - really results in less milk. For if the program does succeed with the dairymen, something similar should be considered for government as well.
We would recommend paying the following for nonproduction:
- Congress for fewer words.
- Federal agencies for less paper work.
- The IRS for fewer confusing new forms.
