Latin America study offers broad recommendations

The US must press for human rights reform in Latin America while supporting efforts to bring about a peaceful settlement of Central American conflicts, a study sponsored by the University of Miami said.

The report recommends the US adjust its economic and foreign policy to help Latin American countries escape the severe debt that is causing social unrest. Released Monday, the report generally supports the Grenada invasion and other actions of the Reagan administration in the region.

The US should "continue to react strongly to violations of human rights -- disappearances, killings, torture, genocide, and executions -- whether the violators are guerrilla groups, governments or government sanctioned private groups," it says.
