Commission said to link aid with human rights

The nonpartisan Commission on US-Central American Relations is expected to propose that further military aid to El Salvador be cut off unless the Salvadorean government stops right-wing death squads.

But the commission also is expected to recommend $8 billion in US aid for Central America over the next five to six years, tying it to observance of human rights and democratic practices.

The 12-member commission, headed by former Secretary of State Henry Kissinger , wound up its work Saturday and is expected to present its report to President Reagan on Wednesday.
