Manila The main opposition groups in the Philippines say they will take part in parliamentary elections in May if President Ferdinand Marcos agrees to further electoral and constitutional reforms. About 5,000 people from three major political parties met over the weekend for the first Filipino People's Congress, organized by Justice for Aquino, Justice for All. The congress named an advisory council to list demands to be presented to Mr. Marcos in the next few days, including ''the scrapping of Marcos' powers to issue decrees,'' according to congress chairman Agapito Aquino, brother of the slain former senator.
