Soviets linking resumption in talks to missile pullout
The Soviet news agency Tass said Wednesday that Moscow would not return to the Geneva negotiations on medium-range missiles while NATO continued to deploy new US weapons in Western Europe.
Accusing US arms negotiator Paul Nitze of ''political dishonesty,'' Tass said his assertions that the US was ready to return to the negotiations at 24 hours' notice were meaningless.
Mr. Nitze himself poured cold water on the idea of a change of heart in Moscow, saying Tuesday he saw no evidence the new Soviet leadership was ready to resume the negotiations.
