Soviets adamant on arms, West German expert says

The Soviet Union has not altered its position on conditions for returning to disarmament negotiations in any way since Konstantin Chernenko came to power, a leading West German expert said Tuesday.

Egon Bahr, disarmament spokesman of the opposition Social Democratic Party, said that after two days of talks with senior Soviet officials including Chernenko, he had noticed ''not one recognizable point of change.'' Mr. Bahr said the Soviet side had stuck resolutely to its position that deployment of US cruise and Pershing missiles in Western Europe had made the Geneva talks irrelevant and that these could not be resumed until the situation was reversed.

Bahr is in Moscow with Hans-Jochen Vogel, opposition leader in the Bonn Parliament.
