US rejects conditions for new A-arms talks

The Reagan administration flatly rejected Soviet leader Konstantin Chernenko's conditions for returning to nuclear arms talks between the two countries. White House deputy press secretary Larry Speakes said no ''preemptive concessions'' will be made to bring the Soviets back to the bargaining table.

Mr. Speakes read a statement responding to Mr. Chernenko's Soviet interview Sunday in which he said the deployment of new US medium-range Pershing II and cruise missiles in Europe is an obstacle to resumption of the Geneva negotiations.
